I'm from NYC and I've done this for my entire life. Like Elle, I find that skirt+tights+boots is the best option in rain or snow. I also sometimes think wearing heavy tights provides more protection from the cold than some of my pants do. If it's really windy the cold air goes right up my pants legs! If it's horrifically cold and I have to do more walking than usual I layer two pairs of tights.
lynnie: Super-opaque tights are probably best to keep warm. Also, you can layer some regular opaque tights with knit tights. Hue makes them in a bunch of colors and patterns. Also Target would have a lot of this stuff.
lynnie - I don't know of any particular brands that are warmer. As Lilykind said, opaque tights provide the best protection against the cold. Also lots of textured tights are thicker. I haven't worn wool tights since I was a little kid but those are another option. And as I mentioned earlier, when it is really cold I wear tights with boots and when it is freezing sometimes I layer 2 pairs of tights and wear wool socks and legwarmers under my boots. I usually just buy tights at places like TJ Maxx and Old Navy.
