I'd have to see how the jacket lies on top the ruffles. Tights for sure. I'd try something underneath, like a turtleneck - maybe, black, if that's what the belt color is - or grey.

Tights with a pump/peep toe. I would not do boots - too heavy with the visual weight of the ruffles.

i would totally wear it with a turtleneck underneath, but i'm kind of at a loss as far as the rest -- tights, boots, shoes, etc.

i also think a jacket would look good, but i think the one you posted was too long -- if you're doing a jacket, a cropped jacket would be better.
