Birthday celebration ideas?

My very best friend is turning 21 at the end of the month. I think she is expecting her boyfriend to organize some kind of celebration... for my birthday, my boyfriend and his brother threw me a fantastic party, and she half-jokingly said that she wants something as good as mine. There's just one problem: her boyfriend isn't planning anything. I contacted him yesterday and said that if he needs any help with anything I'd be happy to lend a hand, and he said "we're just going to dinner, but maybe we can throw something together for the next weekend." I know she wants more so I'm taking control, but I'm at a loss. I don't know her friends, so I don't want to throw a huge party or anything. I was thinking of doing something involving my friend, her boyfriend, dad, brother and their girlfriends, and me and my boyfriend. Something low-key but special, for minimal cost. My first thought was the casino, but I'm not sure. Maybe a dinner at a nice restaurant, but that seems kind of boring, no?


Anyone have any ideas for something fun we can do? I need to come up with a list of ideas that her boyfriend can go through so he feels involved... as sweet as he is, he's not a take charge kind of guy. Thanks!

i like the idea of a casino.  or what about a winery?  especially if adults are going to be there...  i think no matter what, as long as people celebrate, she'll realize what a great friend she has for coordinating something she thought her bf would do so don't stress.
