I believe it's the belt, rolled up.

Are those frye boots TTS? I'm a 10/10.5/11, but I have a size 10 pair of frye campus that fit perfectly with thick socks.

they're tts for fryes, which means they kind of run big.  i wear a 9.5/10. put an insole in them, and my feet still slid around a bit when i wore them.
