I don;t think black tie means floor-length (just look at all the short dresses you see on red carpets) but I think that dress may be more cocktail than black tie.

IMO, black tie means floor length dress. I think that is too casual and more cocktail.

That's what I was afraid of.

And I'm definitely not wearing floor-length. It will be hot in NYC in August and I want to be able to wear it again.

I think that's a cocktail dress.

I would suggest going to BCBG and looking at some of the more structured shorter dresses there. There are some that can definitely pass at a black tie.

I've always thought black tie meant floor length was optional and white tie basically mandates a long gown.

ETA: According to Emily Post black tie attire for women is "Formal (floor length) evening gown or short, dressy cocktail dress."

I saw that dress in person yesterday and I don't know that it's fancy enough. Something about the thread that they used for the embroidery on the bottom threw things off for me and made it look less dressy. It's really pretty though.

This has always been my understanding as well. The dress looks lovely in the picture, but I'm not sure it would qualify as dressy cocktail.

Is there a Loehmann's near you? I was in there just the other day and they had tons of dresses that could work (and a bunch of beautiful ones on SUPER sale). Or you could also check out the smartbargains website. I'm so jealous...I want to dress up in a pretty dress!

Have you checked J.Crew? I think their silk dresses are lovely and you could definitely wear them to all kinds of occasions later on.

That dress is really lovely, but it's a lot less dressy in person. Not appropriate for a black tie event, in my opinion. I also recommend checking out BCBG.
