Can someone give some advice. I won something on ebay for the first time payed through Paypal and never received the package. According to the tracking # it said it was received but it never showed up at my building. Do I go to the USPS or the seller on this one?

I would let the seller know you haven't received it and are checking with USPS.  Since they say it was delivered I would contact them to see who it was delivered to.

I agree with Heatherlynn.  Check with both usps (which probably won't do anything) and contact the seller.  Did you purchase insurance on the item?  At least since you paid with paypal you can go through them to get a refund if the seller doesn't help.  Such a sticky situation because you don't know if the package ever came or not based on the tracking number and what usps says.
