I do not think this is a dare. If you look on the wall across the street it reads, "Catalonia is a nation."  My guess is that this is in Catalonia, and as a result of some quick googling, Catalonia has a large gay community and big gay resorts.  I have been in areas of Greece like this, and the gay travelers tend to be quite flamboyant in their dress to attract attention and communicate to others that they're gay. Therefore, I think this guy was actually on the streets like this.  I now conclude my theory and analysis.
