I have several photos that I would like to have developed in black and white and blown-up.  Right now they're digital photos that I have on my computer.  Is there somewhere I can take and/or send the pics. and have them printed in black and white and blown-up?  I don't even know if it's possible and if it is, does anyone have any recommendations as to where I should go?  TIA!

you can save them to disk and bring them to Ritz Camera.

How about dotphoto.com?  You can change your photos to black and white and also do all sorts of editing.  How big do you want the photos?  You can get an 11x14 for $7.29 or poster prints, see below:
