I was about to say that I have seen plenty of short puff sleeve hoodies but the details on this, especially the back is so fabulous!  I like the short sleeve for warm days, but for me I can only wear long sleeve now.

I got a shirt very similar to that but without the ruffle detail (which is very cool!), here's what mine looks like: except mine is in heather grey: I love it.. and I think it's totally versatile... I've only worn it over a long sleeve shirt so far (it's so cold here right now!) but it'll be great for spring. You should definitely get it!!
