highlights lighten certain strands of hair,


lowlights darken certain strands of hair


as a blonde, i always get both at the same time, otherwise my hair would turn into a big bleached out mess!

Lowlights help the highlights stand out more. They provide a darker background for the highlights to "pop" against.

If you were to get you hair highlighted at a fancy place they would probably give you 2 or so different shades of highlights, and a lowlight shade to make it more dimensional.
