when i use something that stands out, i.e., sparkle or color, i usually only use it on one area -

i think overkill on sparkle might make you look like a fairy!

as far as color, i usually would use it on one area (well, except for blush)

if i have bright colorful lips (which i never do, but if i did) i might tone down the eyes, b/c the lips would be the focus

and vice versa on the shadow - it seems to me that when i read about makeup in all our mags they always say to pick one feature and play it up -

if you're going for color on the lids, i'd pick a pale or neutral gloss/ lipstick

I think it depends on how "sparkly" it is. A basic nude eyeshadow with a sheen to it (like Stila Kitten) is different than an all-out glittery type. Sometimes I think when you are wearing makeup that's a little shiny, it's nice to keep your makeup more dewy anyway.
