I just bought this dress and I'm having difficulty picturing the right type of jacket/shrug, etc to buy to cover my arms. Just to give you more visual, my "girls" are a 38c so this dress becomes very high waisted on me, with lots of cleavage. I love the feel and look of the dress, but I know I will get cold in the spring and fall. I guess I can always wear cashmere/knit wrap/scarf over my shoulders, but would appreciate any ideas.

You can wear just about any shrug with it, so long as the bottom doesn't come past the waist of the dress.  Something like this:

As for jackets, just be sure the waist of the jacket buttons up right where the waistband of the dress is, and it'll be perfect!  Something like this:
