I am just absolutely in love with this skirt. But I am a little concerned that it is 28" long. Do you think that is too long for a skirt? I am a What Not To Wear addict and I keep hearing it ring over and over in my head that your skirts should be knee length.

IMO like most things, some of the WNTW rules are subjective (though I love Stacy and Clinton). Petite, small-framed women probably shouldn't wear long, full skirts because they tend to look "swallowed up" in something like that, though I suppose there are always exceptions. It depends on the cut and fit of the skirt, I think.
That skirt looks a little overwhelming to me though - long and really full. I don't wear long skirts that often (I am 5'5") but when I do, mine are long and relatilvey narrow, not full cut. I don't even wear circle skirts because I don't feel that they flatter me, though I love A-line skirts (less fabric at the bottom than a circle skirt), which are very flattering.

that skirt would stop right at the bigger part of my calves (i'm 5'7). so while i really like the skirt, i think it would have to be hemmed, or skipped over to find something that would look perfect on. i also think it's a strange length and may make it difficult to find a coat to wear with it...

I think it needs to be hemmed...the print is pretty and the hem job doesn't look too hard. The skirt at its present length just wouldn't flatter anyone who isn't over 5' 8" with a relatively slim build.
