Yes, brass will tarnish, so you may have to polish the necklace from time to time. Brass is a very sturdy metal though, so your jewelry should last.

It's not a precious metal though - it's a base metal and the cost for a designer to work in brass is substantially less than for using sterling or gold (or gold-fill). I'm always amazed when I see jewelry in base metals priced expensively, unless there is a lot of time put into the design (I can't really see the design from that pic).
