VS sizing question---and a few other questions

For quite awhile I have been looking for a white cardigan with small black polka dots.  I have found this silk/cashmere on ebay by Moda from Victoria's Secret.  It is available in both a small and a medium. I am not sure what size to order because the small is sizd 4-6 and the medium is 8-10.  I can't return the sweater if I get  the sizing  wrong and I would be out about $55.   I am a 34 B and about 34.75 inches around the largest part of my chest.  I emailed the seller and they told me that the chest measurement of the S was 21" .  Somehow that doesn't sound right.  Anyway, does anyone know how VS cardigans are sized--do they run small or large?  Here is a pic:
However if anyone knows of a white cardigan with small black dots that is cheaper than this one--I would be most appreciative.

Anyway, the reason I ask is because I want to reproduce this outfit I saw on a blogger.  I hope it is okay to take this pic off her blog and post it here.  If not, someone is admin please delete it.  I just LOVE this outfit.  It is the swinging sweetheart  dress from anthropologie with a polkadot cardigan over it:

I agree. I am a bit bigger than you at about 35.5" and I almost always wear a small.

I'd actually go with the medium, mostly because it will probably shrink if you dry it.  Also if you get the medium then if its a little big you can always get it tailored, little alterations don't cost that much in the long run!
