I am just full of questions today.  Does the rise of trousers really matter if you are going to wear a top hanging out or a sweater over them?

I would say to just buy what looks good on you and feel comfortable in.  I, personally, don't feel comfortable in a rise that is too high (or too low for that matter).  I think most people have their 'just right' rise and it's just a matter of trying on a gazillion pairs of trousers until you find the right fit. At which point, you buy one in every color that the store carries in your size b/c you may never find such trouser nirvana again.
