best places to shop in NYC?

So I'm going to NYC tomorrow and although I go there all the time, I haven't done any serious shopping there in a while. What are the best places to shop that are budget friendly? I can't afford any couture, I'm defiitely on a budget -- but I want stuff that's cute! Any ideas? I'll be in Manhattan most of the time, near Chelsea I think.

If you like thrift/vintage, look up the store links on CheapJAP.com - sorry, it's not very PC - it's a blog by a young woman whose daddy cut her off financially, forcing her to "shop cheap, look loaded." She scores some awesome stuff secondhand.

thanks all - i ended up hitting the usual stores, h&m, macy's, etc. Next time I'm on the lookout for more boutiques and thrift stores!
