I also think shelters are a great option.  Mixbreeds can produce a small dog without some of the small dog's yappiness.  My dog (see avatar) is a beagle, jack rusell, chiuahaua mix (at least that is what we think) and people ask us all the time what breed he is because they like his size.  (I notice that a lot of guys ask me what breed he is because he is small, but not too girly so that might be a plus for your fiance)

My neighbor/friend has one too, her girl Angel is so cute and she's so intelligent like a person. She lives in a 1 BR apartment with two other dogs and three cats and space has never been an issue.
