They had this shape and material in black at Banana Republic during the holiday season. I would check ebay - it went on clearance before the holiday, so you may be able to snag one for a good deal if you look for a few weeks.

One thing to think about would be to get a crinoline - most skirts aren't going to poof out like that on their own, unless they have a crinoline built in. I have one from Secrets In Lace (secretsinlace.com) that I really like.
