So I really want a couple of bright, silk, lace-trimmed camis, a la Gold Hawk (though I can't afford those). Every time I try one on in a store, though, I end up with the dreaded, horrible empty-pouch effect. It's so exasperating! My boobs are small, not non-existent! Does anyone know a line that makes similar-looking camis that fit small girls well?

hmm I have the opposite problem (too much boobs - want some of mine? j/j) I was in BR last weekend and the sales girl was saying that their camis are good for girls with small to no boobs.  I don't think they are lace trimmed but they are cute looking and on sale right now.

have you tried Forever21? Their stuff runs tiny. I am usually an XS, and I have a silk cami from there that's a M.

I have small boobs, and my favorite cami is literally a pajama top from Victoria's Secret. It looks just like the Gold Hawk ones, only instead of lace, it has a cream, shear binding on the top and bottom, with sheer straps. I've had good luck with teenager-oriented stores, like American Eagle and Abercrombie, too. And two that I wear almost every week came from Express. They have the lace like the Gold Hawk, but in bright colors, and they're sheer with a small flowered print.
