This is really hard to answer without know two things: price range and calf size. For example, I have really skinny calves- i need a 13 inch or smaller circumference for a size 9.5 foot, which is next to impossible to find. In addition to the typical suggestion of searching nordstroms and zappos, I would also recommend MizMooz, stretch(synthetic leather) Steve Madden and Chinese laundry make a lot or getting a pair and having them altered. If you're able to spend more, I would recommend looking at European/Designer brands, they have a tendency to run smaller overall- Stuart Weitzman, Prada, Gucci, etc.
