Lower-rise Skirts?

Hello everyone!   Regular and high-waisted skirts are very uncomfortable for me becuase I have a short torso.  Can anyone recommend a store, maker, or designer who makes more low or lower-rise skirts?  I'm open to anything at this point except minis.  These would be mostly for work, but I would also like some weekend wear too.  Thanks!

Have you tried junior's sizes? Are they any better?
