I have a yellow pencil skirt that has sort of a brocade type pattern.  It doesn't have any other colors in it and is a true yellow (not pastel or neon).  Could you suggest some tops and shoes.  I am challenged when it comes to making outfits from scratch.  I do better when I can go in a store and see one already put together.  I had thought about this but I don't know.  If you have any other suggestions I would greatly appreciate them.

with a cami (it is a little to low for me)

I really like that BR shirt but if the skirt is brocade it might be a bit much.  I think you'd have to try it on together to really see.  I don't have any other suggestions right now but if I get a chance i'll look around later.  The skirt sounds like it might be cute with something simple like some sort of white short sleeved sweater.

Bow Front Knitted Top green top (BodenUSA)

It also comes in turquoise which might create an interesting combo of colors

I'm not sure about that top with the skirt. Does the skirt have a sheen like a true silk brocade or is it some sort of cotton type fabric? Also can you maybe post an example of what shade of yellow it is?

I think Meow's green or turquoise top would be really nice. Also light blue, certain shades of purple, pink, some sort of coral or just plain white would be good for the top.

I don't know that these shades will definitely work but here are some ideas:

I don't know how I feel about those silver shoes. Maybe if they were sandals. Here are some shoe possibilities, depending on what color top you wear:

What about one of these?

The orange if you want to be bright.  The aqua looks good with the yellow in that dress the model is wearing, so that one would probably work well. I really like the style of the second aqua one better.  The silver shoes would probably work better with the aqua, but these shoes cc posted would really be fabulouswith the aqua cardigan:

Maybe you could also consider pairing the yellow with a dusty shade of pink for a softer look. Unless you think that kind of combination would be too candy-colored...

Here's an example (the yellow top just to show the color combination):
