wrinkled leather on boots- restorable?

Hello all,

a pair of boots i want has appeared on ebay- but they are not new. The sole is hardly worn at all, but the shaft is a bit wrinkled, as well as the front of the ankle (where the shaft meets the foot)- it looks like the owner did not use a shoe horn. I'm not sure if I should bid on them or not. If i take the boots to a cobbler, can they be restored somehow?
