My most hated body part is my upper arms because they are really fatty and jiggly. This is partially a result from having lost 60 lbs at one point (extra skin and such). I feel like my insecurities about my arms inhibits me from wearing anything sleeveless and that sucks!

I've been working out with a trainer for the last 4 months and have seen AWESOME results. I can tell that the muscles in my upper arms are a lot stronger and more defined, but there's still this layer of fat/loose skin surrounding that.

Is there anything I can do for this? Is surgery my only option?

oh my gosh i hate this too! If it is just SKIN, then yes, surgery is your only option. But if it is FAT, then tricep exercises are definitely an option.

I wouldn't give into the idea of surgery yet.  I'm not sure what you are doing but if you've lost 60 lbs you are doing something right!  Make sure cardio is part of your workout.  Also, don't just work the tricep.  Work all the muscles in that area....biceps, shoulders, chest and back.  Something that works great is a round rubber tube.  You can do so much with those things.  5 lb hand weights are a good too (tricep kick backs).  Push ups can work so many different muscle groups.  Moving your arms wider or turning your hands so your fingers face out or make a diamond with your first finger and thumb and when you lower down in the push up, your diamond should be in the middle of your chest.  Plus a heavybag can give you real definition (jab, cross, hook)  Ok, starting to ramble.  I know it can be a tough area to work but really mix it up, that makes a difference. 

One more thing, try dry skin brushing.

Try kick-boxing, it does amazing thing to arms. =)  And you will get a total body work out too.
