I think its cute and my only reservation would be that the print might be too big for a small person.  As long as you don't think the print would overwhelm you, I think it would be nice.

I like the style, but not the print or the hemline.

I'm also not a big fan of red, white, and blue though...it always reminds me of the 4th of July

I actually like it, but with NO jewelry at all, just let the dress be the center of attention, or it would look to busy.
