semi formal/cocktail banquet tomorrow:HELP!

I need to dress up for the banquet tomorrow evening.. I m blank on this one! can you just give me some ideas so i can direct myself there. i can only go to B&M stores if needed. by the way, it possibly would snow tomorrow in chicago area.  I want to stand out in a fashionable way. It will be surrounded by "important" people. I probably would be photograpghed too. Help! TIA.

does the invitation read "semi-formal?" semi formal is black tie -- is that your interpretation of the dress code? black tie?

ETA: well my feelings about black tie are full length, but others differ. Do you want long sleeves because it's cold? short or long length? how much do you want to spend?

I'm a big fan of scouring TJ maxx racks for dresses for one time wearing - you can find some good deals...

if you want to go with shorter and long sleeves, there's some pretty things at nordstrom:
