I got a shirt that color not too long ago at Forever 21.  I was just in there last weekend and they seemed to have more shirts in that color now than before.  You might want to try there as well.

The Limited was carrying a color similar to that. A very cool, medium-darkish blue in lots of shirts and (I think) a few dresses/skirts.

It is very comfy and was on sale for $40.  I got it in black since my size wasn't available in blue anymore.
