so i got this email today from ebay. i also received it in my message box in ebay:



 
 
Dear my actual account name was here (my actual email addy was here),

The following is a notice from eBay Trust & Safety regarding:

Item Number - xxxxxxxxx   <----i erased it  

Item Title - DOMINO MAGAZINE 2 YR SUBSCRIPTION $7.14 FREE SHIPPING

Our records show that you were a bidder or buyer of one or more of this seller's items. We recently removed this seller's active listings and suspended the seller's trading privileges. Due to privacy concerns we cannot share further details about this seller.

If the seller asks you to complete this transaction outside of eBay, we strongly recommend that you do not proceed with the transaction. Transactions for items listed on eBay but then completed off of the eBay platform are not covered by buyer protection programs offered by eBay and can be highly indicative of fraud. For more information on Offers to Buy or Sell Outside of eBay, copy and past the following Help Page link into your browser: http://pages.ebay.com/help/policies/rfe-spam-non-ebay-sale.html.

If you have already paid for this item but have not received it, you should take all possible steps to receive reimbursement.

? Stop payment with your bank if you paid by check.
? Contact the Security Department of your credit card company to file a chargeback if you paid via credit card.
? If you paid via Western Union or MoneyGram, contact the company directly (Western Union 800-325-6000 or MoneyGram 800-926-9400).
? If you paid with PayPal, you may be eligible for up to $1,000 USD coverage at no cost. To file a claim with PayPal, login to your PayPal account and copy and paste the following link into your web browser: http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/protections-buyer-outside. Scroll down to the bottom of the page and click on the File a Claim link. PayPal claims must be filed within 45 days of the close of the listing. It may take at least 30 days to complete the investigation and resolve the dispute.
? If you did not pay with PayPal and would like to file a claim with eBay, there are two options:

1. Complete the Item Not Received Process online directly from the Security and Resolution Center at the bottom of the eBay.com page.
2. Cut and paste the following link into your browser and mail/fax in a claim:
http://pages.ebay.com/help/community/frs- claimform.html. eBay claims must be filed within 60 days of the end of the listing.

If you are faxing or mailing in your claim to eBay, be sure to include the following:

? A completed, signed claim form
? Proof of Payment; i.e. a copy of the PayPal record, cancelled check, money order, cashiers check, etc.
? For credit card payments (either through a third party payment company or directly to the seller), you must seek reimbursement from your card issuer and provide denial of reimbursement in order to submit a claim. In the event that receipt of a decision from your credit card issuer is delayed, please submit any remaining claim materials in order to meet our 60-day deadline. You will then be asked to submit the decision from your credit card company at a later date in order to proceed with your claim.
? Appraisal or Proof of Authenticity based on an independent authenticator's physical inspection (required for misrepresentation claims only).

All faxed claims will be processed within 21 days. Please allow 45 days for mailed claims to be processed.

i went and filed a dispute, is that the same thing as a claim? am i going to get my money back? it's not a lot of money but i still feel ripped off.
when i filed the dispute, paypal said they are contacting the seller, but according to this email, the seller took off with the money, so why are they even attempting to contact him? anybody have experience with this?

a dispute is basically a stepping stone to filing a claim. a dispute only involves the two parties with no outside arbiter, and it basically serves as a documented message center. you can then escalate your dispute to a claim, at which point paypal intervenes and decides upon your case.

certain items provide up to $200 protection, so you might be able to recoup your $.

I got a similar email regarding an item I bid on and I just filed a dispute through paypal (which is how I paid) and the seller refunded my money.
