I am so peeved. I bought some overpriced patterned tights from Express about a month ago and put them on for the first time today. They had a snag in them which has now turned into a run.

Can I take them back? I still have the packaging since I just opened them this morning. I swear I didn't put that hole there!

Well first I'd look @ your receipt and see what their return policy is - might be that you have to return w/in 30 days.  If you're w/in the time limit, I'd say go try.  I had this happen once w/BR tights and they took them back no problem.
