Have you tried Dolce Vita?  I found that the top of the boot fits my calf snuggly, which is fairly tiny.  Although the rest of the boot isn't as fitted as the top part.  They do pool a bit on the rest of my leg.  They were so snug I wasn't sure if I would be able to get my jeans tucked into them!

Is there a specific style you are looking for?

I want a semi pointy to pointy toe knee high black leather boot.  I've tried on so many and they gap and sag so badly at my calf.  TIA!

I've been searching for the same for years now.  I have found that they just aren't out there for me unless I have about $800 to shell out.  If you have that kind of cash...the only boot that fit me was the Jimmy Choo...can't think of the name of it.  I tried one on last year and it was perfect.  Unfortunately, the price was not!

ditto to all of this. I have a couple of pairs of faux-suede boots from Target that fit OK, but they're not pointy toe. My sister just got a lace-up pair from MIA that fit pretty well too (and her legs are crazy-skinny). I have heard good things about Cole Haan, but haven't tried them personally. You may try searching crystal's posts...I think she got a Delman pair recently, but I can't remember if they were pointy.

I have always had problems finding boots for my "chicken" legs as well. It's been suggested that you look for European designer since they tend to cut smaller.
I recently bought a pair of BCBG boots and they fit wonderfully. Just a tad bit of extra room but definitely no big gapping.
Other boots that I have found with a smaller circumference are Marc Jacobs, Stuart Weitzman, and boots with the stretch material.

It can be really tough to find dressy boots for skinny legs!

I agree that stretch boots are usually the best bet, though sometimes those are still too big on my legs and I think they tend to look worse when they bunch than real leather or suede.

I ordered these Delmans recently and they are really tight on my legs.  The only thing is that I think they make my feet look reeeally long so I might return them.

I also got these after Crystal recommended them.  They are a tiny bit loose on me but I think they look nice overall and they seem pretty comfortable.

So I think Delmans are a good bet and they are often on Bluefly so you don't have to shell out $400+

One trick that I use is to wear legwarmers under my boots to both add bulk and to prevent the boots from sliding down and sagging too much.

Other than just getting lucky and finding a pair that fits you can also try getting boots taken in if you know a good cobbler.  It usually costs around $50-75.
