I dont think I'll ever fit into a pair of 7's my husband bought me last year without being on a strict diet like i was when i used to wear them. So im wondering if my tailor can make the bigger?????
In my experience, major adjustments like these are usually so expensive and hard to get right that you'd be better off selling them on eBay or to a consignment shop and then using the money towards buying a new pair. (I'm sorry if this was not the answer you were looking for!)

if the waist is too small you can loop a hair elastic through to the button- that may add an extra inch or so of give. I don't think making them bigger would really be worth it or even possible.
FYI: a tailor can only make them bigger if there is an adequate seam allowance in the jeans. Most jeans, however, have little to no seam allowance built into them. In the case that there is an allowance, the increase in size can only be based on the allowance provided and how much the tailor can take out without compromising the stitch, cut of the jeans, and the fabric. (Holy moly! I just think that I channeled my costume prof from college - ha!!)

Some consignment shops pay you upfront for the clothes (a percentage of what they'll price them at), others make you wait until the items have actually sold to give you your cut. You usually get a decent amount more if you agree to take the amount in store credit. Some only 'buy' on certain days, so I'd call first.
I'd personally have your friend ebay them (and post a link to the auction here ). I think you'd probably get $20 or so consignment, and you could do better than that on ebay IMO.
