what should go on the shelves?  the top shelf i am putting wine glasses (they're ordered) and i was thinking a decanter on one of the shelves... any suggestions?  it feels kinda bare.

How about some colorful wine accessories?  I like the decanter idea:

How about some cute cocktail napkins?

If you put a pretty tray on a plate stand, that would be a nice pop, too!

And you could wrap something fun around the sides of the rack, too...

Deluxe Natural Twig Grapevine Garland w/ grapes-silk grape leaves $9.09 ea. 6 for $6.49 ea. (50% off)
Gold Millet Seed Garlands 5 FT $13.99 each / 12 or more $9.99 each (50% off)
Deluxe Royal Fern Garland 6 FT $20.64 each / 6 or more $14.74 (50% off)
Just some ideas.

I had a similar wine rack and I stored all my hard liquor on the shelves.

You could also fill all the extra space with cute baskets and stash books on wine (and cookbooks, too) in them. Maybe something like this:

I really like Eurodaisy's ideas, too. A pretty tray or two would look great.

I would use it for attractive practical items, such as a wine bucket, chrome cocktail shaker, and bar tools

i definitely agree with the cookbook suggestion if you need to fill some space, and then they're handy too

you could also store little cocktail/cheese plates and other cute dishes...that way you're always ready for a wine party
