is there any way to unsluttify this costume?

I bought this costume off of ebay for a party I'm going to tomorrow. The girl I bought it from included an IRL pic because she used it once, and it didn't look too extraordinarily short on her. I decided it would be perfect. Unfortunately, I got it today and I must be taller than the seller because it is WOAH short. I cannot wear it alone! So now my question is: do I have any hope of recovering this? Is there any way I could wear another tan or brown skirt underneath without looking really stupid? I can whip up a cowgirl costume pretty easily if it comes down to party time and I don't have anything, but it bugs me that I spent money on this and I won't even be able to wear it:

Is it supposed to be a cowgirl costume? If so, I think a skirt over the bottom part would work - maybe a denim skirt?


Is the skirt just too short because you're uncomfortable or does it reveal too much? I once wore a harem girl outfit with a sheer skirt on the bottom that you could see everything through. I bought some dancer's tights (you know the thick, nude colored kind?) and there was zero change of anyone seeing anything.

Maybe you could wear a tank dress underneath in a tan or brown color?  Something like this?

It's supposed to be an Indian costume. I just mean, if I can't find a way to wear this I do have another costume I could wear (a cowgirl). I think i'm uncomfortable because it reveals too much it's pretty short all around the sides and the back, but a length that I could be okay with for one night. But then right underneath my crotch, it comes up! it's so weird! And then I'm only a misstep away from everyone seeing my underwear

Maeve, I was planning on just buying moccasin house slippers and wearing those
