What are designers thinking when they design certain shapes? Are they trying to make her look like a bell?

I thought there was a fashion rule about not wearing tops AND bottoms that both flare out.  Like you can wear a top like that only with close fitting bottoms, vice versa.

I've been wondering the same thing. That kind of tops make skinny models look shapeless - no wonder they look horrible on a size 12-14 pear like me.
