It comes in black, brown, and grey and I can totally picture this skirt taking over my closet this year the same way my brown tiered Target skirt did last year.
The question is: do I get it in black or brown? I can see wearing the black now with my grey wool BR cardigan, but I think brown might be better in the summer.
Do I just get both?

I tend to wear black/gray a lot more in the winter and then browns take over my spring and summer wardrobe so I'd probably get the brown. But the black would look so cute with lots of things - like with a b+w striped tee. For now I'd say go with whichever color works best with your warm-weather clothes or whichever will fill a major void in your wardrobe. You can always save up to get the other color later.
I vote for brown - I think brown and gray is a very sophisticated looking combination, though not many people seem to put those two colors together.
But...to try and dis-enable you, I am not overly fond of that skirt. Is it a sort of bubble skirt? I would pass...and go with something more classic. I personally don't think the bubble skirts are very flattering and IMO it's kind of a trendy item. But if you love it (and you don't feel bad about breaking the ban), then by all means...and of course, if it's not a bubble, a standard brown skirt is a wardrobe staple IMO.

Just a suggestion, Kohls had a bubble skirt as well. Maybe if you want both, I would check them out and possibly get both. The brown from UO and black in a cheaper version from kohls. An enabler yes, but at least you may get a bargan out of the deal to help justify the purchase.
Atlgirl--I totally agree that the bubble skirt is kind of a trend, but it's a trend I feel like I can incorporate into my wardrobe without sacrificing my "classic" tendencies. I wore that tiered brown cotton Target skirt to death last summer just wearing it around the lake and on weekends and stuff and I kinda see this skirt as an update to that.
CC--I'm very much the same way. Brown is such a great summer color since it's a little lighter than black, but just as neutral. I like the black though cuz I can wear it now and I can see wearing the brown later in the year.
Deuce--I'll scope out Kohls for sure. I like the look of this skirt, but if I don't have to pay $48 for it, that'd be all the better!
If you are putting it with more casual outfits, get the brown. If you are putting it with something more dressy, go with black. I think I might get the brown but I want to see if it goes on sale or if I can get it on sale. Hopefully Target will put out a version soon.
