Judging by the pic I don't think it does, it's only $25 so I can easily buy a shell seperately.  I've been wanting a sheer navy tie neck blouse & this is the cutest one I've found, but the color is Slate Blue, by the swatch it looks more of a gray tone, so I'm thinking of getting it in Wine instead.  I have a few other doubts -  where is the bow supposed to sit & does it have buttons down the back or the side  Oh Well, I'm just going to bite the bullet and order it to see it IRL.
