I haven't seen it in person, but I find Forever 21 to be very hit or miss. It could be cheap or it could be fabulous. If you have a store nearby I'd suggest buying there.

I didn't see this at the store yesterday. Its inexpensive, though, so maybe worth buying if you totally love it.
