Okay so my friend who has identical hair to mine (pin straight, won't curl for anything) swears by hot rollers. Yes, I've tried everything else, braids, scrunching, products, etc etc. nothing works. So I bought a set of hot rollers. The first time I tried my hair turned out like this, all it did was bump it under a little:

I too have hair that will not hold curl. Hot rollers have worked for me in the past though.
Make sure that you are using them on dry hair. Put a little bit of product on the strands as you wrap them. Section hair according to how curly you want larger sections for waves smaller for more curl. Let rollers cool or at least 10 min. remove and spray each strand but do not brush or separate curl for a few minutes.
My hair doesn't hold curl well, but it holds hot rollers the best. Some things that work for me: use smaller rollers, like these not the jumbo ones.. I think the trick is to use small rollers on larger sections of hair. (My hair is fine, and I only use about five medium-size ones for my whole head.)
Also, you need to get a good, light non-sticky hairspray (like Sebastian shaper) and spray your head while the curlers are still in there. Make sure they are hot when they go on your head, and leave them in at least 10-15 minutes. When you take them out, don't brush -- just comb them out with your fingers.
Oh, and I have better results when I put them in vertically, not horizontally. Hope that helps.
ETA: This doesn't make my hair curly -- usually it's curly for about a half-hour and then it's just sort of wavy/curly on the ends, but with a lot more body.
