I don't .... but was wondering how hard it would be to have a shrug made like this style in another color.  A friend recommended I take this shrug to a lady that makes clothing and see if she could make one in the color I wanted. I wouldn't have a pattern but I thought I could purchase this for her to go by and then return it.  I love the shrug, just not the sequins.

It looks fairly simple to make - three basic pieces. A sleeve, back, and the rounded front piece. I'm sure a seamstress could make it quite easily since there's not even a collar to deal with. I can't tell from the picture if it's lined or not, but if you decided not to have it lined and just go with a simple hem around the edge, it would be cheaper. It couldn't hurt to go ask.

I sew and I don't think it looks that tough. No collar, no buttons, no zipper. I think it would be doable.

You could also see if you could find a pattern for a shrug, so she could also use that as a guide in addition to the shrug.

I sew, and that would be easy to do.  Here is a link to some patterns.  These are long sleeved but you could whack the sleeves off.
