I've seen some at Old Navy, Nordstrom, and I think at AE?  To be honest, looks like a pair of mens jeans just cut off.  I'm gonna do that myself to an old pair of jeans rather than buy new ones.  Just go to a thrift store and buy one cheap and cut them up - add a cute belt and you're set!
