LA girls...weird question

Sorry if this sounds a little strange, but when I was in LA I noticed alot of cars without licence plates. Or insted of a traditional number and letters licence plate it would have a "Keyes" logo. Does anyone know the reason behind this?

hehehe. that's funny. Keyes is the name of a popular car dealership just outside of LA. I never noticed there were that many cars w/o license plates, but I guess it must be because everyone is always getting a new car. they say LA is a city on wheels.
