I won't refer you to the particular style online, but for jewelry I'd leave the neckline bare, to flatter the pattern & wear dangling earrings/hoops/chandelier & or a chanky bracelet/bangle. I'd probably pick gold jewelry, the dress tone is very warm, would go with yellow gold.
For the shoes - no wedges, elegant high heel/platform heel, either a strapy sandal or a peep toe pump. Whatever you'd feel more comfortable to wear - when you're not comfortable - it shows. I'd choose from: gold leather/black suede/black patent/nude patent/nude leather/cream patent/leather.
Also - a clutch, don't try to match exactly to your shoes, can be contrast, but contrast that go together with those shoes. Can be a satin fabric in bright bold color ( woodland green, bright yellow/dk. chocolate/turquoise/black or bold multicolored print that has this red of the dress among its colors)

What a beautiful dress! Since the color is so bold, I'd go with very simply jewelry, like what Suasoria posted above and maybe a thin bracelet. As for shoes, I would steer clear of satin and metallic, as the dress is already very fancy (especially when you described "below cocktail"). Go for nude or black peeptoes.
