Red spot on face - broken capilary?

The post on skin lightening things below got me wondering if there's anything to get rid of a spot from a broken capilary. I got a mosquito bite (I think) on my face (right cheek) years ago. Every since then I've had a red spot I have to cover with make-up. I believe it's a broken capilary and I don't have a derm. to ask about it. I always just assumed I'd have to cover it with make-up and there was nothing I could do about it but now I'm wondering if that's right.

All those skin lightening creams - do they work on red spots too or just pigmentation? FYI - my skin is very pale, dry, and sensitive. TIA!

my sister had hers lasered, which made it disappear for a year or two, but then it came back. She paid a bit of money for it with hopes it wouldnt ever come back so she was bummed. I'm not sure creams would work.
