I am a fair/medium toned girl, but my body hair suggests otherwise.  I shave my legs every day but little "dots" of ingrown hairs are always there, even if I am completely smooth.

I haven't tanned or really sunned in over a year, so now the dots really show on pale skin.  If I let the hair grow for a couple weeks before shaving, the dots minimize, but are still there.

I can't afford laser hair removal at this point.  So I have decided to look into either waxing or using a depilator.  Does anyone have the same problem or have you tried a depilator?  I am so tired of feeling like hiding my legs.

I you mean an epilator? the thing that yanks your hairs out? I wouldnt go for it bc it can still cause ingrowns and is extremely painful. I used to get red spots for days where the hair was ripped out of the pore. no good.

I would exfoliate daily, try to minimize your shaving and when you do, use an anti-ingrown formula like Tend skin. To cover up the spots, use a self tanner or one of those spray on panythose things (mixed with lotion).

I had the same problem but sorta outgrew it after a while. Just make sure to exfoliate and maybe stop wearing long socks or tight pants which may be causing the problem.
